At the January 24, 2023 Village Board Meeting, the Village Board approved to reinstate the 50/50 Driveway Apron Replacement Program.

The Village of Forest View will be offering a limited 50/50 Driveway Apron Replacement Program to Village residents.  For either concrete or asphalt driveway aprons that are in a deteriorated condition and warrant replacement as determined by the Superintendent of Public Works and Water and Building Commissioner, the Village will pay fifty percent (50%) of the replacement cost, provided the resident agrees to pay the remaining fifty percent (50%) of the replacement cost.  The 50/50 Driveway Apron Replacement is contingent upon the allocation of funds for the program on an annual basis in the annual Village budget.     

Under this program, the resident shall:

  1. Make a request to the Superintendent of Public Works and Water for the driveway apron replacement. 
  2. If the driveway apron replacement is warranted, the resident shall sign a letter of intent to participate in the Forest View Driveway Apron Replacement Program and agree to prepay fifty percent (50%) of their share of the replacement cost prior to the Village initiating the driveway apron replacement work. 

Under this program, the Village shall:

  1. The Superintendent of Public Works and Water and Building Commissioner shall inspect all interested applicants drive aprons and; rank the condition of the driveway aprons from #1 to #5 with a #1 defined as poor condition, #2 as fair condition, #3 as good condition, #4 as very good condition and #5 as excellent condition; and compile a list of driveway aprons sorted by their condition. 
  2. All driveway aprons ranked #1, poor condition, shall be deemed eligible for replacement under the program.
  3. Solicit quotations from contractors and select a licensed and bonded contractor to perform the work.
  4. Restore the public parkway with black dirt and seed along the new concrete or asphalt driveway apron. 
  5. Restore the public parkway due to any damage resulting from the concrete delivery truck, skid-steer tire ruts, etc.

Under this program, for concrete Driveway aprons, the Contractor shall:

  1. Install a seven inch (7”) thick apron using a six (6) bag concrete mix with air entrainment and water reducing admixture.
  2. Install and compact a minimum two inch (2”) base of CA-6 stone. 
  3. Install a full-depth three-quarter inch (3/4”) bituminous pre-molded inorganic fiber expansion joint where new concrete abuts existing concrete.
  4. Remove of any debris from the construction of the new driveway apron.

Under this program, for asphalt driveway aprons, the Contractor shall:

  1. Install a two (2) lifts of asphalt for a total depth of four inches (4”).
  2. Install and compact a minimum four inch (4”) base of CA-6 stone.

Depending on the number of applicants, all aprons in question will be assessed by public works and the building commissioner. If the resident disagrees with the driveway apron condition ranking as determined by the Superintendent of Public Works and Water and Building Commissioner, the resident shall have the opportunity to appeal the driveway apron condition ranking to the Village Manager.
